  1. Mass Internet Scanning: The threat actor identifies Cisco IOS XE routers exposing HTTP/HTTPS management ports (80/443).
  2. Privilege Escalation Exploit: The attacker transmits a crafted HTTP POST request creating an unauthorized local account with privilege level 15.
  3. Implant Injection (CVE-2023-20273): Authenticating with the new level 15 account, the attacker executes a command injection flaw to write an ELF implant to the underlying Linux guest OS.
